Depends who's there, I think they would take Smart (or at least I would) before Stauskas. Not trying to derail the conversation completely but what I like best about Stauskas is his mentality. He knows he needs to work hard to be a successful player and he has worked hard to become one. The thing that would scare me about Wiggins and Parker is I don't think they've necessarily had to work hard. I'm sure growing up they were bigger and more athletic than everyone else, all that's really important at that age. They get to teenage years and show they can combine their natural gifts with some talent, becoming top recruits. They ride that to college and onto the pros, never really knowing hard work and failure, 2 things happen at the next level. In my opinion that's why guys like Beasley are busts.

Exum, Smart, Wiggins, Parker, Lavine, Embiid (injury bumps him down a bit), Napier, Saric
Projections 3-4 years out
To add to your original post, Wiggins should be plenty more of a player in the NBA. I like Parker's game, but I don't see the same scoring ability as Melo. A better comparison would be their defensive play. Parker has struggled against athletic NCAA players, something that will increase in the NBA. He will likely be a very good player, but I don't see the star potential with him.
Wiggins is boom or bust for me. I'm leaning towards boom as every team in the top 5 have some good pieces in place. Each has their budding star and plenty of youth meaning he won't have to carry a team like a Lebron had to. I'm not comparing Wiggins to Lebron, as Wiggins doesn't possess the same type of leadership qualities. I see him taking a backseat to one of these budding stars, and I think he'll thrive as the 2nd guy. If asked to be the go-to-guy then I see him faltering big time.
