Rubio can't shoot, unless it's in the final minute with the game on the line. Is it just me or is he pretty clutch without being at all consistent?

That may well be, but then we've not exactly had many clutch performers over that period. Wig has been money in 4th quarters, just not always late in close 4th quarters as my admittedly questionable memory remembers it.
