Honestly I Bennett is hard to gauge. He is more of a range guy.
1.0 to 4.0 in my book. Can his IQ catch up to his skills?

I like your tiers. I think you should add another tier named developmental. That's where I would put Bennett I'd rate him as a 0 on your current chart till he proves something and I like him but he hasn't done enough YET to put him higher. I think your other rankings are pretty much right on.
