Covington is not going to get any better then he is right now. If anything, he is going to get hurt more often due to his style of play and age.
Is Covington going to be the same 2 years from now when whoever we pick starts to play well? We need another star next to Towns near his age, DLO fits that. History tells us that whoever we are going to end up with from the draft will likely be crap.
DLO is the best shot to get another all-star - as a matter of fact, there isn't a single FA that is talking about coming here so I think we take what we can get and add the pieces we can around the two flawed stars we could have here - that want to be here. Sure building through the draft is neato - but it doesnt work that well, we have to look at all approaches and accumulate talent no matter how we can get it, and a known contributor in the NBA is far more valuable than the random crapshoot of the draft.

Personally, I think Covington offers more to a contender where he can fit into his natural role more than being a building block on a bad or mediocre team. So even if Garland flames out... would the Wolves have missed out on some grandiose opportunity?
Meh. Covington has a ceiling. A high one... but it's there lurking.
You also just captured the risk of dealing him though also. The reality is like you said unless the Wolves take some sort of unexpected leap forward than they will need to make a move getting value back for Covington.
Is this the right one though?
As I noted... I don't have a clue.
If they truly believe in Garland... cool. I'm cool with the trade.
If they're going with the #4 pick is probably gonna be good because it's the #4 pick... I'm less than thrilled. I don't know enough about Garland or Rosas to venture a guess.
And I also don't know if the Wolves will have other/better opportunities to move Covington later...

GREAT news for us, Cleveland is next and they have Sexton so they may pass on him as well/be open to moving down
