Earth to Hicks - You sign him before he gets a qualifying offer. It's a matter of timing. You sign him to 4 years $20 million before the Memphis offer and he'd likely take it with no other offers on the table. Then he's off the market. $4 million less in guaranteed money to play for a head coach he's close to in his home town where he can be close to his mom who has cancer. That makes sense on planet earth.
You don't take 5 million if you think you're worth 9. He would have rejected that.
You don't know how much you're worth until you get an offer. The market determines your worth. There was plenty of time between D. Russell falling through and the Memphis offer. During that time, I think Tyus would have accepted an offer of 4 years $24 million ($6 million per year) and possibly 4 years at $20 million ($5 million per year). Playing in his home town for a coach he's close to and knowing the only PG on the team ahead of him is the 31-year old often injured Jeff Teague with only one year left on his contract. Tyus wasn't going to accept what the Wolves offered, which was $4 million per year for 3 years (total of $12 million).
It's fair to argue that the Wolves were better off not offering more than $12 million over 3 years. Maybe the Wolves were even willing to go up to 3 years $15 million, but that probably would not have been enough. My point is that, if the Wolves really wanted Tyus, they could have probably signed him for between $5-6 million per year if guaranteed for 4 years. The Wolves were apparently stuck at around $4 million per year and unwilling to guarantee a 4th year.
This was not a matter of a team outbidding the Wolves. This was a matter of Rosas determining a price he was willing to pay Tyus that was substantially below what Memphis eventually offered. Hence, Tyus had to take the Memphis deal in spite of all the good reasons to stay with the Wolves (home town, mom's health, relationship with Saunders, better chance of starting than he'll get behind Ja Morant). I'm fine with Rosas deciding that he'd rather save the extra $2 million per year he would have had to pay each of the next 4 years to keep Tyus. That $2 million added to other salary savings could be significant down the road. If up to me I would have given Tyus $6 million per year for 4 years. Had that offer been made shortly after losing out on Russell, I think Tyus would have signed for that amount. Then there would have been no offer from Memphis.
