Just my opinion:

Rated: Towns, Okafor, Mudiay, Stein, Portis, Grant, Hunter, Jones

Overrated: Russell, Porzingis, Hezonja, Johnson, Oubre, Lyles, Booker, Dekker, Vaughn, Hollis-Jefferson, Harrell

Underrated: Winslow, Turner, Payne, Kaminsky, Looney

Payne's starting to move into my overrated column. He's good, but if he goes before Mudiay, it's absurd. He's the hottest prospect name out there right now.

Yeah, its a common phenomenon with players who were initially underrated that rise in the ranks. They were so underrated at one point that they swing the other way when they gain momentum. At a minimum he was underappreciated at the beginning of the process.
