I'd rather roll the dice on LaVine than draft Payne.

Payne will be a very good Pro. His athleticism and length, plus desire to play defense and growing outside jumper is a nice addition. I would label him a poor mans Bosh with a chip on his shoulder attitude. Sign me up at #13 but doubt he falls.
