I really don't know who the best signing would be, especially when considering how much said player would cost.
Rubio's salary was 14 mil and we had 20+ mil to spend in free agency. So if we spend 25 mil on Lowry, it means we used 11 mil of our free agency money to upgrade the PG position. If we spend 18 mil on Teague, it means we spent 4 mil to upgrade the PG position, and would still have a lot of money left.
As long as the replacement is a good 3-point shooter, that will check one box. If we can keep the cost from going to much over 14 mil, then we should be able to add another good player.

Here's to hoping they don't give our next PG a 4 year deal and they are asking big dollars. I'd be hesitant giving out a long contract when we have KAT and Wiggins who will need new deals before said new PG's deal is up. Plus Butler only has 2 years left, 1 being a player option.
EDIT: And actually I don't think we can really afford to give a PG well over 20 mill per when we only have ~32m in cap space IF we renounce any other free agents. We have a bench to fill and need to maintain a LITTLE flexibility going forward or we'll end up like the Thunder. So if Lowry is asking for a lot more than 20/per than I hope they take a big pass on him.

I like Lowry, I'm just not sure loading your team with stars is a good approach. Winning teams need top notch role players. All stars aren't willing to be role players and some do not make good role players. I believe the Wolves have three stars to build around. I think their goal is to add as many good defenders/shooters that the cap will allow them. That's why I picked Hill.

Lowry struggles with weight, injuries, and is 31. What happened to thibs saying he was focused on keeping guys here that still fit our core?
Hill is also old, and expressed that he will not play for Thibs. Also injury concerns, but I prefer his game to Lowry's.

it seems like in today's league you accumulate as many stars as you can and then fill out your bench with players who take less to play with team, if Glen steps up to the plate free agents next year are going to watch our upcoming playoff run and really think hard about taking one of the exceptions we'll receive for being over the cap

I chose Jeff Teague. Not because I think he is the best out of the bunch, but because I think he could be had for around the 16 - 18 mil mark on a 3 year contract (might have to be a player option on the last year).
Not a massive upgrade over Rubio, but he's a better shooter and has just turned 29. He also averaged 8 assists last and has playoff experience.
Lowry and Hill will command max money on four year deals. They'll both be 35 when that deal finishes and cripple our cap space.
