I think that would be good to include, but how would you differentiate between a team that may have lost a superstar to injury versus one lost to free agency? Either case could result in a team bottoming out, but one would potentially be over penalized.
I like this stuff though. It shows how complicated things can get when trying to account for so many variables.

Right, that's why I think 2 years is plenty so it doesn't punish teams who lose players too badly. Basically my thought is that if you were a very good team the previous year you don't deserve that high pick as much as a team that's been bad 2+ years.

I would get rid of the lottery all together and go with what the NFL does. Us having a top 4 pick gives our fan base hope. With all the injuries we have had this year that is the fans reward for enduring it.

Lottery should be weighted.
Like GPAs some classes should weigh more (ie Biology with lab vs. PE class). With the NBA, it should be the first 67 games vs. the last 15 games (82 games per season).
Whatever the teams records are at their 67 games should weigh 85%. So if you're teams is in the dumpster (bad), they you have a reason to TRY without jepordizing their draft like the Knicks just did. That would limit long un-needed layoffs for stars like Garnett or Carmelo. And honestly, as a Wolves season ticket person and fan----we want to see a good or best possible product out there instead of always trying to be in this rebuild mode. I am sure that A LOT of fans felt snake bitten by Garnett's ability to only play like 98 minutes since joining us (those that bought tix after the trade).
Cause with this proposal----even if you were to go 12-3 on the last stretch and in turn might double your wins (12-55 on the front end)----you are still are crapping team very deserving of a high pick because 85% of your "record" is already accounted for.

Greetings from the Sunshine State. First post here. I'm a T-wolves, Vikings, Twins, Wild, Lynx, Minny Walleye chess club fan. Ok, there's no Minny Walleye chess club, but it's safe to say MN has my complete loyalty as a sports fan.
Below is a rough draft of my proposal to end tanking. My proposal includes playoff modifications (installing a wild-card round) and changing draft lottery percentages.
PLAYOFFS:
-Playoffs are capped at 6 top teams per conference.
-Four wildcard teams are added per conference.
-Each wildcard team will play a one-round best-of-3 series.
-At the end of the the one-round best-of-3 series, the two wildcard winners will advance and become the 7th and 8th seeds in the playoffs.
-Playoffs begin after the wildcard round.

I like it with the exception of keeping 10 teams in the lottery for #1 and having equal chances. The 10th worst team definitely doesn't warrant getting a top pick IMO especially not having the same chance as the bottom teams.
I'd simply create 2 brackets instead. 1-5 have 20% chances of landing the top pick. 6-10 have 20% chance of landing #6 creating 2 lotteries. The other option might be to to create a more complicated system where each team not in the playoffs can move up or down 3 spots.
