Things I don't understand about NBA free agency

I thought teams weren't allowed to talk to Free Agents until July 1? This article says clearly that Parsons was talking to Jordan in June. Why is this not tampering?

But you are not even supposed to talk to other team's players before July 1. That is supposed to be the rules. I hate Cuban and his whole organization. I hope they continue to suck. Don't think Jordan as your go to player is a great move for any team.

I don't think it's illegal for players to recruit players. If it were a GM or front office person I think it would be considered illegal. It looks to be a loophole.

yea but the NBA isn't dumb enough to squash such a hot period of the NBA that free agency has become. It's almost as big as anything they do

It's tampering, but so was what the Heat did when they agreed to that trio going down there years before they did so. Any part of the organization (players under contract included) basically can't recruit with these guys until they are officially free agents which doesn't happen until July 1. But it's one of those if everyone does it, nobody is going to call you out or try to get you in trouble for it because their hands are dirty as well and they would just be putting a target on their back.
