Wolves currently have 4 stars by this definition. Kat, Ant, Rudy, Conley. This could actually really hurt with 3 of our stars having nagging injuries these last few years. I believe the wolves are the only team in the nba with 4 stars

I don't think its a big deal. Ant never misses time. If any of the other guys have a legit injury, it won't count. I don't recall Wolves resting multiple guys in the same game for solely rest purposes (aka injury management) though perhaps its happened occasionally and so I can't imagine this impacting more than one or two games all season, if at all. I actually like the intent of this rule as some other teams habitually rested guys but it would likely be difficult to enforce. Clippers resting Kawhi and George or the Lakers resting LeBron and AD against cupcake teams are the teams that might be impacted. But I think there will be holes to exploit. Team Docs can always find something to put on the injury report (physical or mental) and if not, just put the guy in for a few minutes and rest him for the duration. How can the NBA dictate how many minutes guys have to play and if they tried to force minutes on stars, they can quickly foul out. If this rule had any teeth, the fans are the ones who will benefit.

Eh…these rules sound they are doing something but I’m not sure it’s gonna matter much.

While I endorse the concept here, this potential rule seems unenforceable to me. Here's an example. We know there are times during a season that a virus goes through the locker room. If the Wolves want to rest KAT and Ant on the same night (for load management purposes) and they say that both have the flu, is the league going to send a doctor into Target Center to rule on whether the injury/sickness is legit or not? I think the Board of Governors are going to realize this can't be monitored, and will be forced to vote it down.

You’re right that it will be impossible to fully enforce this rule and I’m sure the Board of Governors are aware of that fact. To be fair, the Wolves aren't good enough to load manage. By that I mean, the Wolves don't take the playoffs for granted since we rarely go. The team doesn't load manage because every game is critical to this team either making the playoffs or the play-in. They can't load manage Ant or Towns or Rudy (Conley is technically exempt from the list because of his age)

The NBA can fine teams for violating this. Fines start at $100K. So they can't stop rest, they can just fine it. As mentioned Conley is exempt.
This rule is to make the NBA look like its addressing a problem but in actuality it probably will have close to zero effect on any team's playing decisions.
