This clown makes 40 million a year? He is likely the biggest moron on earth or purposely screws up just to make noise. For instance the covering up of the Ray Rice deal and then suspending AP for a season for disciplining his kid.
Then Gronk takes a cheap shot at a guy intentionally trying to hurt him while Ju Ju Shuster makes a block and both get a 1 game suspension.
Goodell has made the NFL a joke. I think he has done this on purpose. Because no one can be that stupid.

I was certainly surprised. I would think they could do better. Nobody in the pipeline of options must have been very appealing.

Apparently he is doing what the guys (owners) are paying him wants him to do for the most part. If you looked up what other People in similar positions you would find them making obscene amounts of money. It's crazy and unfortunate imo.

Yep. These people are making boatloads of money... so they're rewarding Goodell for helping them. Take into consideration:
Goodell took over in 2006. League revenue was $6B.
In 2010, league revenues were $8.5B.
After a very lucrative tv deal orchestrated by Goodell... they were $14B in 2016.
There have been no work stoppages during his tenure.
He's on record with a goal for $27B in league revenue by 2027.
The owners don't care about one-game suspensions. Or even 6-game suspensions or year-long suspensions... unless it disrupts the cash cow knocking on the door. They're in the business to make money. CEOs with a proven track record of helping billionaires make hundreds of millions of dollars more are going to be rewarded. Always.

Jerry Jones has a point, he's way overpaid. As far as the other owners, I wonder if Goodell coverup crap up for them is causing them to pay him continuously. Imagine Goodell being let go and him writing a book, it could cause more damage then 40 million a year.

A lot of these CEOs seem overpaid to me. If you do a google search to see what guys are making in total compensation...yikes. It makes Goodell's salary possibly seem in line with the industry. Your theory of Goodell having something on the owners is a worthwhile consideration.
