Sorry, I'm a little confused about the next draft. Even if we get the worst record we're still not guaranteed a pick this year?

Correct. Wolves trade of Wiggins for Russell cost us a top 3 protected pick, then if it ends up in the top 3, then unprotected in 2022.
There's a lottery for the top 3 draft positions, of which every NBA team that doesn't make the playoffs takes part in. Being the worst team in the league gives the Wolves something like a 14% chance (new odds as of a year or so ago) of the #1 pick, then like 13% for #2, and like 13% for #3 (give or take), so basically a 40% shot to get a top 3 pick with the worst record. After the top 3 picks are called, then it goes in reverse order of standing (so the team with the worst record would be no lower than the 4th pick).
So basically, if the Wolves had the worst record in the NBA, there's about a 40% chance it'd be top 3 pick in which we'd keep the pick and lose our 2022 pick (regardless of where we ended up in 2022). 60% chance we'd lose our pick in 2021 (and thus keep our 2022 pick) if it were to fall to pick #4 (or lower).

The 3 teqms with the worst 3 records have a 40 percent chance I believe to pick in the top 3. They did this to try to eliminate tanking. Those are the best odds but still only 40 percent.

I believe the lottery is for the top 4 draft spots. That means four of the 14 lottery teams are drawn in the lottery, one team for each of the top 4 picks.

Correct the rules have changed. So they do a lottery for the top 4 picks.
