No. He is not an 80m point guard. Brandon knight re signed with the suns for 5yr 70m. Bledsoe is signed for the same. I dont see reggie jackson being better than either.
Detroit has been throwing out crazy dollars the last two years since stan took over. 3 yr 20m for jodie meeks last year. Then 80m for jackson and 5-6m a year for aron baynes. I know the cap is going to jump up significantly next season. But we have kawhi leonard and jimmy butler singing long term deals this off season as opposed to trying to cash in next off season. Security is an important factor as well and Detroit was bidding against itself with jackson here.

I'd say he's better than both knight and bledsoe. Knight based on skill and bledsoe because he seems to be injury prone.
Jackson should shine this year as the main man on offense with Monroe gone. He can go for his and set up KCP and Stanley Johnson who both should play well off of him. He also can setup Drummond for easy buckets.
