If you combine Russell's "star" and "starter" prediction percentages (a star will also be a starter, and I don't think they're adding the star percentage in with the starter) they're still higher than Tyus's, but Tyus does have less chance of being a bust according to 538. All in all, they seem to think that even if he doesn't become a starter, he's got a good chance of being a very good backup. And arguably, the backup PG position is one of the most important on the team.
But you're right, there's predictions, and there's real life. The kid is 19. Who knows what will happen? I'm excited to find out!
